Introduction
Society being a confederation of individuals grouped in federal entities called families requires some limited form of administration which would enable that society to create some social norms and procedures known as Laws and Rules for its own growth and needs while using and maintaining the viability of the given natural resources and facilities in the area of their living space.

The LAW
PARAMATMA has laid down The DIVINE LAWS. Each LAW is complete in itself. The LAW is Supreme. The LAW creates Rights and Duties for each individual in Janam. The LAW is always On. The LAW is Sanctuary. The LAW is Knowledge. The LAW is Authority and Responsibility. The LAW Creates. The LAW Terminates. The LAW is Duty. The LAW is Mandatory. The LAW cannot be ignored. COVENANT of Articles of The Last Few Words
GOD has created and given a COVENANT (an agreement, a pledge, a contract unilaterally from HIS side) to each Atma given a body+mind for the passage through life. This COVENANT enables the being to discover the Life Task of the Atma and to carry out the Life Task given to that Soul for that Janam and function in society while living in The Path of Light in HIS given LAWS, Rules and The Principles of Life. The applicable Articles are mentioned below:
Article 6:
“For your convenient passage in Janam, I have laid down LAWS, Rules, and The Principles of Life.”
Article 7:
“When you obey my LAWS, Rules, and The Principles of Life, you will benefit.”
Article 8:
“When you need explanations, interpretations or applications of my LAWS, Rules, and The Principles of Life, seek and ask The Teacher and follow The Teachings given by Him.”
Article 9:
“The Teacher is responsible for everything in the physical universe.”
Article 10:
“The Teacher is my first born, and shall be my representative for this epoch, from Creation till the Day of Knowledge.”
Article 11:
“The one who shall love and obey my son, The Teacher, shall receive my love.”
Article 12:
“The one who shall do everything as a duty towards me shall also be dear to me.”
Article 13:
“I have opened an account for you in which I have placed one billion (1,000,000,000) blessings for you to distribute during your passage through life.”
Article 14:
“When you complete your passage through life, you will be brought before my Chief Judge who will take the accounting of your deeds and doings (lekha jokha), and pass such order as may be deemed fit in the facts and circumstances of your Janam.”

Definitions
Basic Cohort
A Basic Cohort is formed by a group of 10 people above the age of 10 not bound by ties of relationship.
Any member of a Basic Cohort may demand a discussion on any subject that his or her representative is required to approve or disapprove.
Every Basic Cohort has the sole right to recall its representative at any time without assigning any reason.
Once recalled, the representative shall vacate every higher governance position immediately.
A cohort shall sustain for life and new member may only be added on the passing of an existing member.
No familial relationships.
An individual can be a member of only one Basic Cohort for the rest of his or her life.
An individual needs to declare himself or herself as a member of his/her Basic Cohort.
Each Basic Cohort needs to get itself registered by a Central Authority.
A member of a Basic Cohort can never be expelled, removed or boycotted for any reason what-so-ever by the other members of that or any higher cohort or by any supposed social or legal process.
Governance is a concept wherein each individual of the cohort is required to serve the community for a period of three years.
Every Basic Cohort nominates one member to be its representative at the council of governance at its own level.
Regulations
- Ten cohorts get together and have a council of ten members for their own governance for a period of 3 years.
- The 10 members of the governance unit as mentioned in the regulation 1 will nominate one member among themselves to the next higher unit of governance. The nominated member from this next unit has a total service commitment in accordance with regulation 1.
- Thus, there will a unit of 10 members from this level again.
- This process is repeated whenever or wherever there is a vacancy in any higher level of governance as applicable to that level.
Comments
Comment 1: This process repeats itself till the final unit of governance of 10 members all with a total service commitment of 3 years is achieved.
Comment 2: Each member of any unit of governance will automatically relinquish his or her service commitment on the expiry of 3 years from date of nomination by his or her Basic Cohort..
Comment 3: No member may be re-nominated to any unit of governance for the next 27 years until each and every other member of his or her Basic Cohort has served for 3 years each.
Comment 4: During the period of service to governance, that individual is not permitted to indulge in any kind of business or personal economic activity.
Comment 5: A member nominated to a service commitment to governance will vacate his or her employment from the date he or she assumes responsibility for service to governance.
Comment 6: A member serving and having to vacate a service position will hold a lien on that position for period of 3 years and will be absorbed back into vacated position of employment.
Comment 7: During the period of commitment to service of governance, the individual’s basic needs will be met from the community’s resources as may be applicable and approved by its next higher level. Remuneration will fixed for each office of governance even if there is no requirement to move out of his or her own permanent place of residence.
Discussion on Basic Cohort: The most effective unit for discussion, decision-making and action is a Basic Cohort.
The Basic Cohort consists of 10 members.
The Basic Cohort cannot change its size numerically.
A member cannot be expelled from his/her Basic Cohort.
A Basic Cohort cannot have a member below the age of 10 completed years.
As soon as a cohort is formed at the age of 10, every member becomes eligible to vote.
Every cohort shall nominate one of its members to be its representative for a tenure of 3 years and no more.
No member may be nominated for another term of social duty until all other members have performed their duty for his/her tenure.
Example 1: Member A is nominated as the representative at the age 10 for the first time and completes his/her tenure at the age of 13 years. The next nomination for Member A can only take place on the completion of age 40.
Example 2: Member B gets nominated as the Cohort Representative at age 27 and completes his/her tenure at the age of 30. Member B can only be nominated for the second time on completion of age 57.
Example 3: A street is divided into 10 blocks. Each block on the street consists of say 10 Basic Cohorts of 10 members each.
Each of the 10 Basic Cohorts will nominate one of their members to be their Cohort Representative at the level of the block.
The 10 block representatives of each block shall take all decisions affecting their block.
These 10 representatives will nominate 1 of their representative members to be their block representative at the next higher level.
This methodology will be followed all the way up to the level of 10 executive representatives consisting of one Chief Executive of that state/country/self-governing unit plus 9 Heads of Departments.
Whenever a representative member completes his/her tenure, he/she reverts back to his/her basic cohort and vacates all appointments immediately.
The filling of the impugned vacancy shall follow the normal routine procedure.
There is no right to any post/appointment for any member/representative.
Merit is the only criteria for nomination for any given post/appointment.
Every individual given the responsibility for a post/appointment must carry out the given responsibility as a duty.
A Basic Cohort may recall its representative at any time without assigning any reason. Decisions may be taken unanimously or by majority vote. Decisions or actions taken or performed must always remain in compliance with The Teachings.
Some uniquely important questions affecting all individuals in their personal capacity may be referred to the public for general referendum.
The public referendum shall be conducted at the level of each Basic Cohort.
The duty of representing a cohort shall be rotated among its members in such a manner as a Basic Cohort may decide for itself.
A member may not be asked to perform the duty of cohort representative again till such time as each and every other member has completed his/her tenure.
The representatives of 10 cohorts will form the next higher cohort and will nominate one member who will speak for them or convey their views.
Example: A member becomes a cohort representative at age 10 finishing at age 13.
His next duty as a representative shall begin at the age of 40, then at 70, then at 100 and so on.
Before making a decision which will affect other members in any way, the representative of each cohort must discuss the ramifications with his/her cohort starting from the basic cohort.
Procedure for Representatives
Each representative at each level of representation shall have one single non transferable independent and secret vote at each meeting and on every issue and agenda item.
Each and every issue and or agenda shall be voted upon individually.
Simple majority of total membership at every level will decide each issue or agenda item.
All rules made or passed by any council at any level shall be valid till modified or over ruled by any subsequent bill or rule or by a higher council.
All rules made shall always be in consonance with and remain in compliance with The Teachings.
All members of every council shall be of equal rank and importance and shall be treated equally in every respect.
All members shall sit alternating one female and one male at every session of discussion and voting on each and every issue.
Every religious organization will be under constant review of all elected representatives at every level.
Females would be nominated alternately with males.
Persons who serve at the highest council shall not be permitted to serve at any level after that.
